The decision to quickly fire was made on June 14 against a white police officer in the city of Atlanta, Georgia – who shot and killed a black citizen in a parking lot after a fight broke out.
Although laws vary by state, American police officers are generally authorized to use force if they have reason to believe that their lives, or those of others, are in danger.
However, after many years, there has been an increasingly strong wave of anger related to the police causing the deaths of many African Americans, especially after the police killing of black citizen George Floyd in the city.

US police opened fire on Rayshard Brooks in the parking lot
In just 24 hours after the death of Rayshard Brooks, a black man who died after a clash with police in Atlanta, the city’s police chief resigned, and the police officer who shot and killed Brooks also had to stop working.
According to video footage recorded from surveillance cameras and bystanders, Brooks struggled with two police officers before grabbing one of them with a stun gun.
On June 14, the medical examiner’s office concluded that Brooks’ death was the result of murder, and said that this black man was shot twice in the back, causing internal organ injuries and blood loss.

The states step in

According to the New York Times, in recent years, many states have begun to review laws allowing police to use force, especially since the police shooting death of young black man Michael Brown in the city.
From 2014 to 2017, at least 16 states passed new laws regarding the use of force.
Georgia law says police officers can use deadly force if they `reasonably believe` that a dangerous suspect has a deadly weapon in their possession and is causing harm.
According to lawyer Gerald Griggs, the above regulations tend to favor the police.

The police shooting of Rayshard Brooks came as relationships between politicians, officers and activists were already tense.
On the evening of June 13, Atlanta Mayor Keisha Lance Bottoms said she did not believe that the police shooting of Brooks was a `justifiable use of force` and demanded the immediate dismissal of the police officer in charge.

In New York, Governor Andrew M. Cuomo signed an order banning police from using head restraints while restraining suspects.
In Washington, D.C, the city council also passed a new regulation on the use of force in an emergency law that is effective for a period of 90 days, but may become permanent law.
